The Fourth Street Primary Center was built to relieve overcrowding at the nearby 4th St. Elementary School in East Los Angeles. It is a 34,000 SF facility that has strict state and local guidelines for exterior and interior spaces. The L shaped building is primarily stucco, with Kindergartens, administration, library and multi-purpose facilities on the first floor, and classrooms on the second floor.
The Primary Center features stair pavilions at the exterior, brise-soleils at the south and west windows, child-height windows, and colorful wall, floor and ceiling treatments.
