- The Fourth Street Primary Center was built to relieve overcrowding at the nearby 4th St. Elementary School in East Los Angeles. The L-shaped building has kindergartens, administrative offices, library and multi-purpose facilities on the first floor, and primary classrooms on the second floor.
- The Primary Center features stair pavilions at the exterior, brise-soleils at the south and west windows, child-height windows, and colorful wall, floor and ceiling finishes.
